The only difference that I can make out is that if you wear one of the faction's cape/bands/speedos, your reputation will go towards leveling up in that faction and not vanguard.

They are entirely cosmetic, with the exception of faction bands affecting reputation gain.

If I want to get invites to Raid in the tower I wear the Shattered Vault Cloak (or whatever Raid class item per character). Otherwise I wear the Dead Orbit one since I love the look of their weapons and you can get reputation levels fairly quickly.

Faction capes give you rep for that faction when you complete activities. Other than that, they do absolutely nothing but look ugly.

By end game everyone is rocking the same raid gear and weapons. There is far too small an item pool in end game in this game. Thank god for the shaders we do have, and class specific items that don't matter, because they provide the only varieties of appearance that there are in VoG/Nightfall/end-game, and if they had attributes everyone would look exactly the same.

It's true, now I have a vault full of it.
Speaking of capes and how you look, I was pretty vocal about the hood-helmet combination being and looking dumb-- I still think that for the most part, but then I found some helmets that have a scarf-like thing that look passable because it gives a sort of impression that your head is all wrapped up. I hit a snag because two of them are common, one is uncommon, and one is rare and has no Light, but I got a legendary helmet as a reward (Sojourn Cover) that has a design that makes it look like those, so I'm fairly happy with the capes now. I kind of wish there were more designs and more colors-- I know you can apply shaders, but I ended up liking pretty much everything about how I look, I just would like more capes that are black or dark, or white or off-white, to go with that. Then again, you can only wear one at a time, and I have two that I really like and one that I like pretty well, so it doesn't really matter.
Also, this has been bugging me, the H_LD Starwinder cloak and the Ghost Angel cloak really seem the same, but available from different vendors with different names and descriptions. What's with that?
