Portals can only be placed on surfaces containing moon dust.

Didn't you see the part where, in the description, it says it fires moon dust simultaneously? It's like a white-gel paintball gun / ASHPD combo! (Don't ask me how it can fire a packet of moon dust from the Moon to Mars in under a second.)
