Hmm. I'll have to have another look at explosive rounds then. Back when I tested them the damage to a single target came out the same (and possibly less for headshots, critical hit for the bullet but no critical damage for the explosion effect, I think...) but would have been a bit higher if the explosions did some damage to a tight group.

Here's what happens currently:

If I shoot a level 28 Cabal in the head with explosive rounds off, it does not die. With explosive rounds, it dies in one shot. It appears that the critical damage is applied, then the explosive damage.

This is important, because firefly only activates when the kill is with a critical hit. I can headshot the cabal, but since the explosive rounds are applied second, and thus is the damage that actually kills it, firefly does not activate. If the critical damage is enough to kill, explosive rounds don't go off, and firefly activates.

Therefore, explosive rounds increases damage to a single target, but possibly at the expense of the firefly perk if you are facing enemies that can otherwise take a headshot and live.
