Perhaps not. Me and Leviathan both own The Dark Below and they were locked for us as well. Maybe it's something story related?

You have to do the story missions before the bounties open up...

Opened up after completing the bounties she gives for Cosmodrome (which are awesome)...

So yeah, paywall. Doesn't bother me. Definitely gives people incentive to get the DLC, which has already paid for itself with fun...
