I can't get any better armor, and Crota's Raid is impossible for me. The stuff I have is already maxed out, and no one is offering anything better. I thought Bungie said that we'd find what we need to level up in the Tower. But everything's the same. How can I get any further?

Buy vendor armor. It goes to 33 light now. You can get boots and gloves without commendations. Max out crucible and vanguard marks so you can mix and match. You should be able to get to 31 this week actually by buying 2 pieces from each. 30 should be no problem.

It should, yes.
The vendors sell things that CURRENTLY are lower than you maxed out stuff, but they can be better if you invest in them.
You should notice a fraction next to the values when you get items in Destiny now.
For example, look at what it says for say, Strength. It should look something like 30/36,
which means that it has the potential to max out at 36 if you upgrade it all the way.
When you get a duplicate item you already have, you can use this to compare to see if say, the ice breaker that xur is selling is better than the one you already have, even if the one you already have is maxed out.
On PS4 you just hold R2. Dunno what it is on xbox, but give it a try.

I didn't know what those slashes were for originally. Thought it was one of those chance-type situations or something. Now that I DO know, I really wish I hadn't bought that Culling 2 so quick--weapons can wait. But I did get a helmet with big promises. So, bounties and possibly another Raid.

Are you looking at the app? The app doesn't show the maximum light the armor gets upgraded to. To see that you have to actually be in the game, and it'll say Light 24/33 or something like that. 33 being what it upgrades to. If you look in the app it just says Light 24, which makes it look terrible in comparison.

all the armor for sale in the tower will level up beyond what you have now. if you equip it right away, your level will drop, but it will get back up.
I equipped vanguard boots and gloves and went from 30 to 28. I kept them equipped except for nightfall/daily/weekly and leveled them up pretty quick. i'm back up to 30 now. I'm working on marks for more armor.
