But all the armor there is lower than what I have on(in the case of my Exotic, much much lower. Does it upgrade past 30 or is there a vendor out there that starts at that level?

all the armor for sale in the tower will level up beyond what you have now. if you equip it right away, your level will drop, but it will get back up.

I equipped vanguard boots and gloves and went from 30 to 28. I kept them equipped except for nightfall/daily/weekly and leveled them up pretty quick. i'm back up to 30 now. I'm working on marks for more armor.
