I'm not sure why this is a surprise…

Last time, grinding Iron Banner to Rank 5 would get you max-level gear that was better than what you could buy from the faction vendors. (Better in that it had a higher max light level - it was on par with raid gear.)

Based on the info at hand, it could be argued that you're better off just grinding faction rep since commendation progress won't expire on Dec. 22nd.

That said, I can understand the reluctance to offer a second path to 36-light gear so quickly after Crota's End became available.
