Why doesn't Bungie do what they did with Halo 3, and roll them into the rotation if everybody in the game has them?
Uh... you do remember how that didn't work, right?
How did it work? Did it match you and then check? Or did it check during matchmaking to only pair you with DLC owners before the map was decided?
