Only weapons which you can buy from vendors right? Most of the PoE and ToO weapons looks to have very good perks out of the box

I assume that the ToO and PoE weapons are similar to raid weapons in that they come with a specific set of perks locked in (no random rolls). I doubt we'll be able to re-roll them for that very reason.
Yeah, but some do seem to have random elements.

I'm pretty sure Chris Barrett said on that first stream (the Reef one) that ALL legendaries from HoW going forward will be able to be reforged.
Look at the iron banner weapons. The default loadouts of the sold ones are pretty good. it's a good way to sink resources in a way that will keep you coming back. Because gambling.
Also, it seems they are working to balance the perks against each other, and the weapon types between each other. So in some ways, most weapons will simply be cosmetic over whatever you re-roll. I'm sure certain weapons will have fixed perks and only partially re-roll too.

Go to any House of Wolves weapon in the database, let's say... 55A-allFATE for example. You'll notice 2 things: 1. it has the reforge option listed among it's perks and 2. All the perks are listed as being one of a set of options.
Now, go look at say Aegis of the Kell, you'll notice that: 1. there is no reforge option listed and 2. The only perks that are shown as being one of a set of options is the last one, which are all anti-Fallen specific perks. Sadly this seems to suggest that they can't be reforged. I wish (hope?) they could be, not so much for the first few perks, but for the Fallen specific ones.
