Exhibit A: Bungie hasn't mentioned anything about this anywhere, but that it wasn't in the patch notes is especially damning.

Exhibit B: Nightfalls have functioned the same way for 9 months. Why change it now?

Exhibit C: The change reeks of "old" destiny, where destiny's loot systems were much more punishing. I think this was a system they were trying out before launching, and scrapped because it's incredibly tedious.

That seems unlikely to me. This isn't like a bit of script left in a C# file that was accidentally included in a merge somewhere. (as was the description of the encounter bug). You've probably got multiple flags and checks in code for the player, and in their DB entry, DB entries for the speaker selling the motes,the debuff, and adding it to the debuff rotation.

It also goes along with Bungie using consumables to buy into things. IE: Buying passage and buffs to the trials of Osiris and the POE treasure keys.
