So, About Those Treasure Keys? (Destiny)

How are Treasure Keys supposed to be awarded in the Prison of Elders? We ran Level 28 twice and Level 32 once, but never got any new keys. Will running at 34 or 35 grant a key upon completion?

Edit: Looks like we're not alone, according to Reddit.
