Tell me about Explosive Rounds vs The Crucible (Destiny)

I gots a Hand Cannon that can have Explosive Rounds. Should I use them? Do they give me more damage per shot? Do they jar the other person's aim more? Will they let me get kills of people around the person I'm shooting? Etc.
I would like to know also

I believe in PvE the way it works is that that bullet does the same damage total, but it is spread out by impact and explosion.
(These are not exact numbers, just an example)
You shoot one bullet and it does 100 damage on impact, normally.
You enable explosive rounds.
You shoot another bullet and it now does 80 damage on impact, and 20 damage in a small area of effect where it impacted, that can touch other targets clustered by your central target.
(Someone correct me if I'm wrong)
I do not know if it works the same in PvP, but I would imagine it is similar.
Not sure about any staggering.

In PvE Explosive rounds now do 50% extra damage on body shots and the same damage as normal on headshots, Servitors and Ogres.
There's also an additional damage bonus on Cabal and Vex (15% and 33%, I think?)
No idea about PvP though.

Yeah it's been awhile since I used em.
I prefer firefly if I can get it, but not FF + Explosive rounds. EX rounds just make it harder to trigger FF for me.
I never really noticed any kind of damage *boost*, just distribution.
