You're assuming their nav lanes are restricted to within the Reef.

"Last I heard, your Queen was on the far end of the Belt."

That's her immediate response to his remark of the nav lanes, which, imo, would indicate she disagrees with the statement.

Not to mention how we do fly into the Reef before even slaying the Black Heart
