Rate of fire (Destiny)

I noticed this a few weeks ago, and then it started bothering me: There doesn't seem to be any way to increase rate of fire for any weapon, not even now that we have new perks, not even anything that budges it up (or down) a little bit like several perks do with impact. It's frustrating to have a weapon that's effective and fun, except for taking too long between shots, and knowing no matter how many copies of it you get or how many times you reforge it, that won't change.
I know a strong weapon with too high a rate of fire would be overpowered, but you can take a weapon with a good rate of fire and make it stronger, mostly in attack but sometimes in impact too. It seems like you can only ever bump something's impact up by seemingly only by 3 or 4 percent, but it's still doable, and it can have a real effect. That's not even taking into account how things like shot package or warhead verniers can increase the effective power or usefulness of a weapon.
Have I missed something? Does anyone know why Bungie did it this way?

It seems like Bungie made their guns as rate of fire archetypes, then built everything else around those. Changing the rate of fire would change the archetype.
