Yes. Pilgrim can get stability perks too, but it's base is higher.
Are headseeker and 3rd eye available?

Funny you should bring it up, I just got one yesterday. I'm setting mine up to fill a long-range role. Still working on unlocking the perks but it's working well so far.

How's the recoil pattern?
I always found that 3LW (and Spare Change) jolt off to the side while firing, which is really unpleasant for a burst fire gun. The Messenger seems to be a straight line, which is much nicer (though of course at max stability it hardly moves at all anyway)
