Not sure if you jest, but I've actually seen this idea brought up more times than you might think in PvP discussion threads.
It's kind of a half joke/half serious thing. It feels like it would be simple to implement, it would fit within the game's parameters, but still be different enough that it could keep the Crucible fresh. No matter what the main Crucible meta became, a level capped Crucible would always be different.
