Is it unusual to get nothing from Skolas? (Destiny)

I've gotten 3 weapons and 3 elder ciphers from 10-15 skolas kills. Note that almost all of that came after I killed him 5-10 times. Maybe yiur odds go up every time you complete it?

If they do, I am extremely lucky. Beat Skolas 4 times, 3 out of 4 times I got the elder cipher and the 4th time I got the solar scout rifle.
