I still play some on 360 with Lil'Blue, but otherwise on XB1. Have they said anything about being able to get it on XB1 if you've purchased it on 360?

Sadly there is no pre-order for the 360 digital version. There may be closer to release, but this is a Microsoft thing, they don't usually do digital pre-orders on 360 (though they have in rare occasions). Heck, until a short while after the One launched they didn't even do One digital pre-orders.
