Maybe it's just coincidence, but I notice this sort of glitch on PS4 more than I do on XB1. Have to say that I don't think I've seen it quite that dramatic, though.

Sammy's old IB cape would do that whenever she went up to talk to Saladin.
There's a platform on the other side of that Crota Bridge that seems to trigger it often too (looking across the bridge, the pillar on the right by the edge). What's weird is that everyone BUT the person that it's happening to can see it.
