What's the max light level you can reach? (Recruitment)

I think vanilla you were stuck at 24, TDB probably 26, and HOW probably 28, but can anyone confirm this?

Does it also need to be all blue guns?

I've never seen any blue armor with the little I or II noting it was introduced later, I'm pretty sure it's all from launch.
