Because I have terrible internet, I can usually trust things to max it out. And it's pretty consistent maxed out, too. I'm only averaging 200kBps on the Xbox judging by the percentage, about half what it should be.

However, it might be a Windows style "installation at 60%...done" rush on the last 35 percent or something. I've seen that happen in Destiny updates before.
