Pretty sure from the wording it's just a one time fee. You only should have to pay again if you change allegiance.

Xur is the only union member I see.

It works, trust me. Sure he takes those strange coins, but what he really likes are the fat ones you can get from the vendor over by Omlon's Forge. A few bags and suddenly he brings gallerjorns for everyone :)
