North isn't replacing Dinklage because Dinklage was bad. Bungie never said there was anything wrong with Peter's performance. At the very least they liked it enough that it made it into the final release.

They replaced him because they couldn't or wouldn't get him back for TTK. It seems much more likely that Dinklage was unabailable for other reasons (cost seems like a good bet), and rightly felt that it would be strange to have different voice actors playing the same character.

Everyone's been talking about how much "better" Nolan should be, but it seems evident that Bungie liked the Ghost as he was and didn't want to change things too drastically.

We've created this narrative than an outraged Bungie shooed an eager but disappointing Dinklage away, intending to rebuild and improve the entire character, when really they've just changed the voice a bit - just like they said they would.
