A guess would be that they have the background power to start loading it into memory by you simply approaching it. That way if you select it they can display it faster. If they were to put them all in the same space, they couldn't intelligently start pre-loading it.

I'm probably giving them too much credit, and the 360 hardware too little credit, but there is precedent for this. They do a similar thing with map sections I know. They will see you heading towards the next "bubble" and preemptively start loading so that there is little to no loading required. This falls apart if you fly through a bubble super quick, or immediately after loading a second. Hanging a left on the venus patrol load point will always cause a load, unless you hang out for 10 seconds and then the transition is butter smooth.
