I've really enjoyed using it, and it's become my primary weapon (no pun intended). As a filthy casual, I highly recommend it if you enjoy hand cannons.

Deceptive Engram was a layered joke. Deceptive because it's a green engram that spits out exotics, and deceptive because the exotics it spits out quickly become rubbish next to actual year-two green drops.
The inventory was simply being cleared of obsolete goods, and the cryptarchs let the guardians handle the disposal process rather than doing it themselves.

Can you buy a legacy engram to get the blueprint for the year two version?
I bought two year one primary engrams and got hard light and monte carlo which were the two I was missing.

Just a reminder: If you don't like the perks or int/dis/str rolls on the armor Xur is selling, buy it anyway, shard it, and use that shard to buy from the blueprint kiosk. The kiosk has different rolls than Xur's. I think the kiosk updates rolls on the armor every so often (weekly?)
