Was there always a timer on Phobos? (Destiny)

In the daily heroic, there's a timer near the end, and if you don't finish the mission in time, you get 'taken'. Was it always this way? Or is this part of another SECRET?

I think it's not in the normal mission, but is in the heroic (240 light) version. It says you were killed by Expunged. Isn't that the same as wiping in VoG?

It's there if you select the "heroic" difficulty.
