It makes it sound like the weapon might still be incomplete.

Subroutine IKELOS: Status=complete
Midnight EXIGENT: Status=Still in progress

Am I reading too much into it, or could there still be more to unlock here?

If I recall the colour texts of missions (and the busted RSPN fusion rifles we turned into Banshee) correctly "Midnight EXIGENT" was the contingency plan for arming suitable partisans with advanced weaponry in case the Warminds lost the ability to act.

-- Steve thinks that line is refering to folks still earning Sleeper Stimulants, rather than to further augmentations of the gun.
