They should turn Xur into M'aiq the Liar from The Elder Scrolls.

He'll not regularly show up in the tower, instead, he'll roam the entire gameworld at random. You'll never know when or where to find him . . .

Just kidding, that would be awful. It would be hilarious to see reactions to that, though.
