Sounds like it. I hope the wait to start trials until after they can add it back in.

Because I work with statistics, I was wondering what would happen if they just moved the mean of the rewards to 290. That should mean that the odds of getting something at 300 will improve, since the rewards standard deviation is presumably unchanged.

It all depends on how they're doing it. My guess would have been that they raised the floor value and rolled a random result between the floor and ceiling values, BUT reddit is reporting a substantial increase in 300 level drops, so they may have just added 10 to the normal result and capped it at 300, which is going to give much better loot.
Here's the maths:
Floor change only: random{290,...,300}
This would result in roughly double the number of 300 drops you'd see prior to this change, with the distribution between 290 and 300 matching the previous distribution between 280 and 300.
Add 10: random {280,...,300} + 10, if > 300 set == 300.
This would result in a dramatic increase in the number of 300 drops you'd see, with the distribution between 290 and 299 equal to the former distribution between 280 and 289, and then every other outcome equalling 300. In lay terms, half of your drops would be 300 light if they did it this way.

It's definitely not capped at 300

Some legendaries are dropping at over 300. I've seen a report of a 310 Long Far Gone (legendary Fusion Rifle)
This makes nightfall a much more lucrative investment. Given enough time you could possibly get to 310 without raiding.

EDIT:
It seems it's just random {290,...,310} meaning 300+ just slightly more common than half the time. (11 of 21 possible values being 300 or greater) Great news!!!
