RNG is a sadistic, dick punching SOB. (Destiny)
So I get a hunter chest I'm happy enough with to ascend. Nightstalker really doesnt need scout or pulse ammo or ammo perk that bad anyways. I get it all the way to 310.
Hunter gets a sublime engram, and the Cryptarch decodes it:
Int and disc with handcannon ammo and solar armor, light rating 295.
Why couldn't this happen five minutes ago? >_<

You have answered your own question, I believe.

I Got A Better One.
Everyone on the internet says that your light level directly determines the level of the armor the Cryptarch decodes...
Turns out that's not true.
Doing my abandoned quests and the level 1 stuff, I equipped my guardian with the lowest stuff in the entire solar system--including a 12 pulse rifle and my 3 generalist shell. Light level 49, and I still got the same average 265 B.S. with all the other engrams I got--YES, before and after story missions.
Yes, my vault is full of 170's, but that still would mean my armor wouldn't round out that much--it's all lies.

It's weird. My Warlock is at 305, but most of my drops are at 260, but when I gave my Hunter at 170 Light a Sublime Engram, it decided into a 284 chest...
Who knows... That said, Sublime Engrams seem to play by their own rules, but most gear does seem to depend on your light level up to a certain point. I think the threshold is about 280...

Spend a year getting Hawkmoon. The cryptarch gives me one immediately upon logging in to taken King.

You said it.
Just bought three exotic chest engrams. All Crest of Alpha Lupi, each roll worse than the last.

I knew there was an upside to platform exclusivity.
SAME HERE
Bought engrams from Xur, 3 chest, 1 heart of praxic fire. Luckily 3 were 310, so i could infuse.

A similar thing happened to me a few weeks back with the gauntlet engrams. All decoded as Claws of Ahamkara with woeful roles.

My RNG morning.
I really wanted the Alchemist's Raiment, but I only had enough coins for 1 engram.
Bought 1 engram. Got Alchemist's Raiment.

What is a "sublime engram"?
You mean exotic engram?
PS4 Exclusive
A Sublime Engram will always decrypt into a PS4 Exclusive armour. Not sure why they exist tbh, but possibly for Collectors?

No wonder I didn't know
This whole exclusive content thing is stupid if you ask me, but I suppose it means that Sony is paying Bungie to develop the game.

Why am I reading about dick punching?

You've never played Dickpuncher 5000? Underrated cult classic, I tells you.
WARNING: Do Not Google fictitious dickpunching game.

LOL. Wise advice I am sure.

There is the metaphor of the dick-stabber to contend with
You know the one: If there was a game where you got 9 points for having sex with the head cheerleader, or you got 10 points for stabbing yourself in the dick, and you can only do one of those activities, there are video game optimisers who would stab themselves in the dick just to get the most points. Destiny is, with the many one-day events, weekly resets, run a game mode over and over and hope for loot hooks, the sort of game that really really really appeals to dick-stabbers.
Plus the RNG will sometimes punch you in the dick all on its own.

Pretty sure that the floor is 260-280 for a lot of event drops. The ceiling is determined by your current light level.
Check out the patch notes about what they did to the nightfall rewards. Sounds like they were 280-300 before, now they are that same range + 10, so effectively 290-310.
