If you've already done the alternate ending to Paradox and turned in the FWC ghost, you should be able to visit the FWC vendor again and start the quest chain for NTTE

I completed the first step of the quest the day it came out and was given the one to play VoG. Is that timed? Or can I do that at my leisure? Or do you have to do the quest chain in the span of a reset?

I believe it goes:
- Do Daily and find Ghosts
- Wait for reset
- Get Quest from FWC (if you are with them)
Just get the quest from FWC

After that you can do the steps at any time as far as I can tell.

I might be wrong (and I'm at work so can't verify for sure) - but I don't think Paradox is the daily today. So the ability to get the quest from Lakshmi today seems to indicate that the quest triggers on the next weekly reset after you've turned in the ghost from the Paradox mission (rather than triggering the next time it is the daily). So if you haven't picked up the ghosts and done the alternate ending of Paradox mission, it seems you'll have to wait until it's the daily again to do that, and then the weekly reset thereafter to actually start the quest for the No Time To Explain.
