How about a consumable that inhibits matchmaking from performing joins in progress?
Or at least fix JIP to not throw me in games with less than 5% remaining in points to win and the team I get thrown on is no wear near catching up

OR you could enjoy the easy XP/rewards from the match. Just do your best, don't worry about the loss, and get rewarded for it.
Though Bungie did say that they were working to prevent such late JiP. In the meantime, just take a deep breath and try to have some fun.

Join in progress should be disabled in rumble. A player leaving doesn't put anyone at a disadvantage since its Ffa, and the joiner is always behind.

It puts fun at a disadvantage.

Absolutely. Games where one player dropped would instantly turn into the entire team dropping.
What I think they should do is take the matchmaking ratings of players and only join you in progress to a game where you out-rank the players in that game by a large margin. That would both make it kind of fun for the JIP player (holy crap, these guys SUCK) and for the shorthanded team (OMG, this guy's a HERO!).

Well, the hope is that the new guy, despite being awesome, is only just good enough to make the game even again. Remember he's coming into a game down 5000 points.

Can't play like that with point based bounties
The quest leading up to unlocking the weekly bounties (which also have one of these) has a final step where you have to earn 9pts. Winning gets you 3. Starting a new match subtracts 1.
So JIP can fuck off when they put me in a game I could not reasonably win, save for the entire enemy team getting Taken, thereby forfifiting.
