This was a bit frustrating for me in Iron Banner yesterday:

I knew that suppression was not immediate even on a direct hit (hopefully buffed down the road...???), but I wasn't expecting to fail getting my tether up at all!

I think you just got full on jipped. I've never seen anyone get hit with an arrow and not debuffed. The two cases where I can see this happening is if you were mid blink when you got hit by the arrow or the lighting destroyed the link before the effect took affect.

Well, you can see the void orb still sitting there where it struck him after he passed by, so I feel confident it wasn't destroyed. Also, he took the damage from the shot immediately, so I don't think it was lag-related. Not sure what else to say...
...except, if someone wants to fix the embedded .gifv link, feel free. That failure is probably on me. =)

I've had this happen several times to me, it seems they have plenty of time to get out of the radius of shadowshot (especially if you use Quiver). I actually stopped aiming directly at people that have supers active because it's unlikely to kill them anyway and instead aim in their path. Obviously some times you'll still not suppress them, but I've found it much more reliable.

Ah, and I was using quiver. Guess this is just the first time for me that someone was moving fast enough to leave the tether radius prior to activation. A bit frustrating, but thanks for the explanation.

Quiver shadowshots are for killing 3 people with direct hits when those people don't have overshields. They are not good for debuffing enemy players. If you want to use them defensively (and I wouldn't), you really need to just shoot the floor in front of you or place them in a doorway or something so that they're already up before the enemy player runs past.
I have not tried using them with the trap perk, but I bet they're good that way.

You can see the void orb finish forming after your death and he is well outside tether range. My experience is that to actually suppress supers you will only reliably do it by dropping it in their path, not a direct hit. Just a snap tactical decision.
