The free upgrade was a limited-time offer with the last-gen digital versions. Also, DLC doesn't transfer.
Your best bet for Xbone is a new copy of Taken King.
Year One DLC does transfer. When I received my Xbox One and a copy of Destiny for it this summer, I didn't have to pay for TDB and HOW again.

The Taken King isn't a part of that deal though, so a TTK edition of Destiny is still your best price entry to have all the content.
