What's up with Powerful drops? (Destiny)

I've done the Gambit and Crucible dailies, and the Offering to the Oracle on my Titan, who is at 633 with my currently equipped gear (638 if I equip the two 640 pieces I have from the one Surge bounty I've done). All three drops were lower than my overall light and lower than the piece already equipped in that slot. They all dropped at like 625.
EDIT: Okay, only the two dailies dropped under level. The Offering to the Oracle drop went to the Postmaster, but for some reason I'm not getting that notification. I noticed this the first time I did the Reckoning. My armor piece went to the Postmaster, but with not pop-up stating so--I thought I just didn't get anything, and didn't find it until the next day.
What's up with Powerful drops?

Never mind. I’m an idiot I guess. I ranked up Gambit with my single match. The under leveled boots I though I got from the daily was actually from ranking up. I got a weapon from the daily that I didn’t notice (which still doesn’t help me).
This game still confuses the hell out of me sometimes.
It does appear that there is a bug
