We've had several threads on the voice talent in Destiny (like this one). Not everyone in the Tower has been identified yet (i.e. the Gunsmith, etc.), but yeah, it's an all-star cast. :)

I don't know the Mercer fellow, but you helped narrow it down. I recognize the voice from some of the animation he's been in (Attack on Titan, Big O), and realized he sounds a lot like Togusa from Stand Alone Complex, though did not play that part in the English dub.
