So the Xbox folks are not only getting less, they're paying more? Does Microsoft seriously charge taxes on digital downloads? That's 300 Silver right there...

it's based on the sales tax rate of where you live. I just looked mine up for xbox, and it was $32.46.

Pretty sure it has to do with the court settlement against Amazon. They have to charge sales tax on online purchases in states where they have a physical presence.
