Just confirmed with 2 different people, if you go to the right page (https://www.microsoft.com/en-us/store/p/destiny-rise-of-iron-pre-order/c3tbg0pc3fc9) and are actually signed in, you should have a blue pre-order button.

Signed in on a different computer (fresh cookies), still gives me this:
