The attack value is more of a subtle modifier then a true representation of a weapon's damage. In PVE, I always favour weapons with higher impact, and Final Boss' impact is only about a third of LDR's.

True with snipers yes, but not so much with hand cannons. They do so much damage per shot, often any more damage is wasted as overkill. This is why surprisingly Fatebringer is still extremely effective even in high level content compared to 331 hand canons. When you think about it it makes sense. It's only an extra shot if the enemy has between 1500 and 1700 hp, which most don't. It's either lower than 1500 or higher than 1700.

With snipers it matters because you're usually shooting tougher enemies, and enemies with shields, so overkill is less common.
