PeteTheDuck joined me later and thought that it used the Xbox Party settings to determine if it could be joined. We should try that.

It does. It has to do with the way that, at the beginning of the XBone's existence, MS tried to have XBL parties and in-game parties be the same thing. I've complained about the effects of this bumbling numerous times before so I won't go into more detail here.

What it boils down to is that you have to start an XBL party and set it to invite only. Problem solved.
