I'm pretty sure the implications are that any non-Guardians use the Darkness or technology. There doesn't seem to be any suggestions to the contrary, but I could of course be mistaken.

Even the queen?

It wouldn't surprise me if the Fallen could, since they were supposed to have had interactions with the traveler in the past, and it's the traveler that imbues/teaches others how to use the light.

what if the queen is a guardian, and chose to use her power to rule the awoken. maybe she has a ghost hidden away somewhere and will be revived.
