The Exo Stranger isn't any of the scientists simulated by the Vex, but instead a soldier Exo made by Clovis Bray to support the actions of project SxISR.
As we know, the initial device "was abandoned. The human mind is too weak for it. Too weak to look into the Future, or to understand what it sees." but an Exo's mind, so complex even Ghosts can't understand it, might.
In the quotes from the Exo Stranger 2 cards, the Stranger appears in various times and places. Her records are very similar to the CHASM notation used by the Future War Cult, and both are based of the logbook left by Maya Sundaresh. The Stranger has a support network, and an issue with teleporting out in a timely manner. It may be that SxISR as a group survived, and has been working both to perfect the device, and to utilize it to guide humanity in continuance of their mission. Indeed, during Rasputin's final stand a group of Exos could have been sent through the device to times and places unknown, and then the device destroyed. The Exonauts would then each rebuild the device based on the blueprints stored in their data banks and return to help post collapse.
The Stranger, using the device, has foreseen a specific doom for humanity. This doom is what she works to forestall. Rasputin, now that he has his sensor network back online, can see her skipping around time and space like a grim, robot Dr. Who with an infinitely better sonic screwdriver. And much like the Doctor and Daleks, the Stranger is overtly concerned about the Vex.
Yet, in our timeline, the Vex are a second fiddle to the monstrosity that is the Hive. Omnicidal Oryx has probably killed more species then the Vex. He's defeated them multiple times, even taken many of their over minds as his own and yet…
The Vex are here, on this minor system called Sol. Their mighty machines dormant until IT arrives. Of course, the Vex learned of IT from their conflicts with the Hive, and their interactions with one of the Hive's first conquests, the Ecumene. Quira mentions off hand retrieving knowledge directly from the Ecumene gate, including data from Taox. How it could have retrieved that data post defeat of the Ecumene is questionable, since Oryx claims to have removed all trace of them. Could the Vex have had contact before then? Via time gates to some time during their war?
If I were Atheon, and could direct searches across time as well as space, I would have considered it, and what it means. The Vex seek to have a shape for any end. Oryx wants one shape that fits all ends. Here on earth, the Vex would have a chance to supplant the Hive, to directly appeal to the Darkness without the Hive's interference. Atheon knows the Darkness will be here, knows that it will face the traveler and be weakened, and that's where the Vex step in, with all this equipment ready and in place.
Yet the Vex believe they will be subsumed, Taken, by Oryx. Praedyth says as much during the Paradox mission. Yet they keep trying, over and over and over again. They cannot hope, but they can have faith, that somehow they will make it through, and we hand it to them on a silver platter.
Hmm. Now how does Osiris fit in?
