I think he says "You aren't one of mine but you must have been once" or something to that extent, which doesn't contradict the theory. I do wonder if he has some Exos still around. Somebody has to be cleaning his bunker to keep it so shiny.

Those aren't Exos, those are just plain old robots known as "Frames".
