I don't think "mob rule" means what you think it means.

I think it's a very charged and somewhat extreme term even if it's not meant literally. What do you think it means?

There's no government involved in 99% of the things you see people applying "mob rule" to these days and there's no intimidation in the vast, vast majority of them. (The people using that term may feel intimidated, but they usually shouldn't because the "mob" is not going to "rule" anything, they're going to complain and maybe get a small change made, and either way it'll be over in days, weeks, maybe months.)
