Just saw this in the tower on a newbie. Why do all the rare-tier guns get the super cool unique skins?

I still have these white gauntlets on my Titan, and I wear them regularly:

I would gladly accept fewer perks on my gear if I could bring the Light Level up (honestly, that should be all that separates the different tiers of gear). Boom, instant sandbox improvement.
