I would gladly accept fewer perks on my gear if I could bring the Light Level up (honestly, that should be all that separates the different tiers of gear). Boom, instant sandbox improvement.

That's a good suggestion. Perhaps also purples should be slightly weaker stats wise, but make up for it with extra perks. It'd balance out using green / blue / purple. So maybe greens if upgraded offer better overall stats, but have fewer and worse perks. Legendaries offer more and better perks, but slightly weaker overall stats. And exotics would have great perks and great stats.
