I'm not very fond of Blink, myself, but it is quite good Exotic concept.

Maybe push it to the Leg slot? I know you'd lose all the kickass artwork, but it'd align better with how Exotics work.

Graviton Forfeit is a movement-based exotic, and it's a helmet with a similar-ish function, as is the Empyrean Bellicose (which probably should have been a chestpiece).

I do have ideas for more exotic warlock legs, but artwork for awesome gender-neutral boots is so hard to find...
