Absolutely. That kind of stuff sounds awesome.

I think someone else mentioned it before, but what if there was a random snow shower in the Cosmodrome somewhere? It wouldn't have to stick anywhere, just flurries in the air.
What if we ran across BRIEF sightings of rogue wolves passing through (the animal - not Fallen)

This would be awesome. It could literally be just one of them. Hell, I would love to see lone guys of a random race someplace they shouldn't be :-)

Even subtle unannounced changes to the patrol spaces would really sell the "living world" idea. If you made them rare I think that would build a lot of excitement as people scramble to witness the change.
