I didn't listen to that podcast. I've already accepted that XB1/XB1X interoperability is limited by the XB1 as far as framerate goes. PS family have the same problem.

That's not the reason Xenos talked about. If I recall, he posited that the Xbox One X, like the PS4 Pro, has the CPU limitations that prohibit Destiny from running 4K at 60 fps.

Yeah Xbox vice president Mike Ybarra answered the concern on twitter concerning frame rates specifically. He stated it's completely up to the developer if they decide to make the frame rate higher on the XB1X version, even in a multiplayer game. The main thing to point out though is CPU is a (if not the) major limiter in frame rate, especially when your game engine was built for 30fps. If the PS4 Pro can't manage it in D2 with a 2.1 GHz CPU, it's incredibly unlikely that the XB1X with a 2.3 GHz CPU can (less than 9% more computational power).
