Right, as I recall, the Xbox One X is suppose to have about 30% more CPU power than a normal Xbox One. That is nowhere near enough to double the frame rate of a game. There is simply not enough extra CPU time to do two frames where they used to do one frame.

You're obviously assuming it was already close to peak capacity, which might not be true, especially given the 360 already ran the game at the same framerate. Still, I trust their reasons to not push for 60fps are well-founded.
